Here's the tie-breakers explained to set the final standings:

Houligans/Mission 34 pts: Houligans won W18 and finish 7th, Mission are 8th (as shown).
Zappers/Crusaders 27 pts: Crusaders won W1 and finish 10th, Zappers are 11th (reversed)
Recruits/Roughnecks 22 pts: Roughnecks won W12 and finish 12th, Recruits are 13th (reversed)
Tropics/Raiders/Rebels 14 pts: Rebels lost to both in W15 and W18 and finish 23rd, Raiders lost W7 to Tropics finishing 22nd leaving Tropics in 21st (as shown)
